Official Charter of the Union of Global Socialist Republics

Article 1

Article 1, Section 1: Preamble

The Union of Global Socialist Republics was founded on February 8, 2015, by users President Haris Puri and ShieldRanger, rulers of Haqqistan Federation and SocialistSlavicUnion, respectively. It was founded as an all-communist league with aims of creating a socialist/communist, Marxist-Leninist and USSR styled military, economical and land empire.

Article 2

Article 2, Section 1: Federal Laws

Title I. The number one rule is: always be there for your fellow alliance members, especially in times of hardship and struggles. Give aid, back them up in wars, make deals, communicate, interact, respect eachother and never act arrogant, condescending or have a superiority complex.
Title II. Never attack a nation first. We only fight in self defense. Back up your alliance members if they're in a war.
Title III. Never initiate rebellions against your alliance leaders. If you have a problem, bring it up respectfully and we will address it maturely.
Title IV. Never "troll" or "mess with" anyone just because they're younger then you, especially not with new recruits. We want recruits to feel comfortable and accepted.
Title V. Do not discriminate, be racist, sexist or offensive in any way to anybody.
Title VI. Be active on forum and in-game everyday. Contribute, share ideas, voice opinions...just do something.
Title VII. Friendly competition is fine, but do not go overboard on trying to get a higher rank then your fellow member.

Article 2, Section 2: Membership Applications

Title I. Non-communist and non-red team nations are under no circumstances allowed to join UGSR.
Title II. People under the age of 13 are not allowed to join UGSR in fear of them being inactive.
Title III. UGSR does not discriminate against anyone, no matter their sex, race, religious beliefs, ethnicity, nationality or disabilities, sexual orientation, height or weight.
Title IV. Nations in war are NOT allowed to apply for membership until the war is over.
Title V.  Members must agree and abide by the official charter.
Title VI. Members must thoroughly fill out the application honestly.
Title VII. Members must be active on forums and in-game everyday.

Article 2, Section 3: UGSR Penal Code

The suspension process: you are kicked out of the alliance; if you wish to remain in the alliance, let us know, so we can add you back in after your suspension is over. If not, you are permanently kicked from the alliance.

Title I. Any attempt to initiate a rebellion results in automatic removal from UGSR and your forum account banned.
Title II. Declaring war on another nation, whether they are in an alliance or not, results in automatic removal from UGSR and your forum account banned.
Title III. Becoming officially inactive in-game will place you on a watchlist; if you do not become active again within one more month, you are removed from UGSR and your forum account banned.
Title IV. Any form of treason, such as sharing sensitive information to enemy alliances, results in automatic removal from UGSR and your forum account banned. This includes threatening to attack fellow alliance members.
Title V. Quarreling with other alliance members, including verbal insults, results in a warning from a superior. If same offense repeated, you will be suspended from UGSR for a total of five-ten (5-10) days depending on the severity. Repeating the offense for a third time results in automatic removal from UGSR and your forum account deleted.
Title VI. Disobeying superiors or refusing orders results in a five-ten (5-10) day suspension from the alliance. Second offense results in automatic removal from UGSR and your forum account deleted.
Title VII. Unprofessional or immature behavior such as "trolling" results in two (2) day suspension. Second offense results in three (3) day suspension. Third offense results in automatic removal from UGSR and your forum account deleted.
Title VIII. Applying for membership in another alliance, under any circumstance, results in automatic removal from UGSR and your forum account deleted.
Title IX. Being dishonest results in a one (1) day suspension. Second offense results in a three (3) day suspension. Third offense results in automatic removal from UGSR and your forum account deleted.

Article 2, Section 4: Membership Privileges

Title I. Members have the right to propose new ideas, make suggestions and respectfully protest, disagree, petition, discuss or speak out against different decisions, as long as it is respectfully and maturely.
Title II. Members have the right to vote for new bills/laws, apply for different positions if they meet the requirements and bring up new concerns.
Title III. If members are accused of a crime, they have the right to present their side of the story and prove their innocence.
Title IV. Member nations reserve the right to resign whenever they wish, as long as they notify us beforehand.

Article 3

Article 3, Section 1: Governmental Structure

President

I. The President is the official leader and highest ranking official of the UGSR and has all authority and power over UGSR, and is always in power.
II. The President and him only, has the right to create and disband different departments, positions, etc.
III. The President also holds the title of Supreme Judge of the UGSR Department of Justice. This basically means that all criminal cases must go to him after passing through the Minor Judge, as he (Supreme Judge) makes the final decision of what penalty a criminal receives.
IV. The President, and him only, has the right to expel or suspend members from the alliance.
V. The President, and him only, has the right to fire someone from a position or replace them, as well appoint members to different positions and even promote them.
VI. The President, and him only, can make the final changes to the official charter, however everyone have the right to openly suggest changes and voice their concerns regarding the charter.
VII. The President, and him only, can modify the forum and create new sections, but everyone is allowed to suggest new sections.
VIII. The President, and him only, has the power to pass his position down to anyone he wishes to pass it down to.

Deputy Premier

I. The Premier, or Prime Minister, is the second highest ranking official of the UGSR, and is always in power.
II. The PM is responsible for taking certain orders from the President and then delivering these orders to the people the orders are meant for.
III. The PM is the superior of all department heads. All department heads must report to him, and then the PM must report to the President.
IV. The PM informs the President of any problems arising.
V. The PM is tasked with keeping track of what exactly is going on within UGSR, whether it be positive or negative events.

Article 3, Section 2: Departments

I. The Department of Justice has two judges: Supreme Judge who is also the President, and the Minor Judge. The Minor Judge position is a position that a player is appointed to by the President. The Department of Justice works like this: if a member is suspected of committing a crime, the Minor Judge investigates it, reviews evidence, brings it to the attention of ONLY the Supreme Judge, and then accuses said member of a crime. After that, the Minor Judge's involvement is no longer needed; the Supreme Judge makes the final verdict; innocent or guilty. There is no jury. The accused criminal has the right to prove his innocence.

II. The Department of Motherland Security is led by the Head of Motherland Security, a position that a player is appointed to by the President. The Department of Immigration works like this: there is one person who manages the recruitment request, he is called the Immigration Officer (a position a player is appointed to by the President). The I.O. forwards all membership applications to the Commissar, who either approves or denies the application; however, the Head must send his decision and application form to the Premier/Prime Minister, who makes a decision, and then forwards it to the Premier who makes the absolute final decision.

III. The Department of Defense is led by the Head of Defense, a position that a player is appointed to by the President. The Head keeps track of threats and wars that might be going on with our alliance's members. The Head must forward all reports to the PM, who forwards them to the President. If one of our alliance's nation is at war the Commissar must IMMEDIATELY inform the President and PM. The Head must also let regular members know who to support in times of war.

IV. The UGSR Embassy is led by the Head of State, a position that player is appointed to by the President. What the Head does is review diplomacy requests, approve or deny them, send the request to the PM, who approves or denies, and then sends it to the President, who makes the final decision. The Head is also a diplomat to other states and is the only one who can appoint regular members as official diplomats.

Article 3, Section 3: The UGSR Senate

I. The positions for UGSR Senate are President of the Senate, President pro tempore and Senate majority whip.
II. The President and President pro tempore (Vice President) are responsible to run the day-to-day operations in the Senate.
III. The Senate majority whip is responsible for keeping track of all votes from the senators.
IV. The Senate's responsibility is passing acts and bills, voting on different matters, etc.
V. Senators have a choice to vote "aye" (yes) or "nay" (no) on different matters.

In the future, many changes to these departments will be made, and more departments will be created. This version was published on April 22, 2015. The Charter itself was published on February 8, 2015.
